Dog Meat Consumption Set to Become Illegal Within Three Years

It is projected that the consumption of dog meat will be completely banned in three years.

On the 20th, the National Assembly’s Agriculture, Forestry, Livestock, Food, Marine and Fisheries Committee (hereinafter referred to as the Agriculture and Fisheries Committee) held a general meeting in Yeouido, Seoul, where they passed the Dog Meat Ban Act, among other resolutions.

The Dog Meat Ban Act is based on the ‘Special Bill for the Termination of Dog Consumption’ proposed by Democratic Party representative Han Jeong-ae last June.

According to this law, the practice of breeding and slaughtering dogs for consumption is prohibited.

The law also includes obligations for the government to provide full-time and closure support for those whose livelihoods are affected, such as dog farm owners, slaughter and distribution merchants, and restaurant operators.

This bill provides a three-year grace period for the ban on dog meat consumption.

Previously, on the 12th, Democratic Party members of the Agriculture and Fisheries Committee held a subcommittee on agricultural law review and passed the Dog Meat Ban Act on their own.

First Lady Kim Gun-hee has consistently advocated for the prohibition of dog consumption.

Both the ruling and opposition parties have virtually decided to process the Dog Meat Ban Act as a party policy.

The People’s Power and the government decided to promote the enactment of a special law to end dog meat consumption within this year at a party-government consultation last month, and the Democratic Party also adopted this bill as a party policy at a general meeting of lawmakers in the same month.

So Byung-hoon, a Democratic Party lawmaker and chairman of the Agriculture and Fisheries Committee announced the passage of the bill on the 20th, saying, “This bill, which has been shelved for a long time, passed through the general meeting of the Agriculture and Fisheries Committee, but there are still the Legislation and Judiciary Committee and the plenary session. If there is a better plan in the process, a revision can come out, and self-correction is also possible.”
